This report provides a baseline analysis of the potential for Complete Streets in 17 of Ontario’s largest municipalities. Through a review of Official Plans, the report found that over 40 percent of the communities included in the research already use the term ‘Complete Streets’ and that over 80 percent of the municipalities are interested in adopting an official Complete Streets policy. However, although supportive language was prevalent in the policy documents, most of the official plans reviewed missed strong directive language such as “shall or must.” Additionally, results from a survey sent to planners, engineers and advocates reveals that there are structural barriers such as, gaining support from a diverse set of stakeholders, departmental training, and financing to the implementation of Complete Streets.
