New Westminster is a city located on the Lower Mainland of British Columbia. Situated on the banks of the Fraser River, the city is home to roughly 70,000 residents. TransLink provides public transportation services to New Westminster including bus routes and access to the SkyTrain rail system connecting residents to the Metro Vancouver Region.

The Official Community Plan was created on October 2nd, 2017. It provides the visions and policies for New Westminster till the year 2041.
Section 10 of the Official Community Plan looks at public realm and urban design. It also states policy 10.2 which aims to “design complete streets that promote livability, animate the public realm and encourage people of all ages to mingle and socialize” (p. 116). The policy also aims to create an urban design plan for great streets and complete streets that have a pedestrian focus (p. 120).
New Westminster’s Master Transportation Plan gives direction to the city’s transportation development through the year 2045. The plan promotes the integration of Complete Streets, which the document commonly refers to as great streets, into the city’s fabric. Designing streets that are vibrant destinations in and of themselves is part of the vision for New Westminster. Prioritizing pedestrian safety and convenience along with the development of comfortable and attractive cycling networks is also a priority of the city’s Transportation Plan.
